Based on the experience of different local governments, we have generated the following visualization of the co-creation process of an open government action plan, to help you identify what phase your local government is in.

About this playbook

What is a Playbook?

Have you heard the term playbook in the context of soccer, futbol or other sports? A playbook specifies what needs to be done to win the game. Hence, this playbook was designed for breaking the Local Government’s strategy down into actionable tasks, defining roles and delivering tools to be successful in the process of co-creation of an Open Government Action Plan. 

Whether you have read about OGP Local in our publications or attended our informative webinars, if you are reading this playbook your local government is probably thinking about the idea of joining OPG Local; you have already gone through the application process or are already a member and are eager to get started co-creating an action plan. Welcome on board!

With this playbook we hope to inspire and guide  the co-creation process of the local open government plan, determining important phases and tools to ensure its success.

Support: What is co-creation?

Co-creation in this context can be understood as the creation of experiences of cooperation and dialogue with interest groups that allow the Local Government to actively involve them in the definition of the action plan.

How does it work?

As we recognize that countries are at different stages in their efforts to promote openness in government, this playbook will give you different alternatives to co-create the action plan according to your local  priorities and circumstances and the aspirations of the citizens. 

This playbook is divided into three main phases, corresponding to the state of advancement of your local Government at the current time. If you want to join OGP, go to chapter 1. If you are already part of OGP and you are starting to build your first action plan or want to improve the co-creation process of the following one, go to chapter 2; and finally if you have already co-created a plan and are starting your implementation go to chapter 3.

 

How to use this playbook?

Throughout the document, you will see a series of icons to indicate different types of materials proposed to guide your journey, these correspond to: Support and References, Methods, Tools and Best Practices. You will also see different icons depending if the recommendation is aimed at local governments that are just beginning their journey as local partners or those that are already members and have an advanced path in opening the government to citizens.

How was this playbook co-created?

As co-creation is a fundamental part of the principles that inspire open government, we wanted to apply it in the creation of this material.
